She was first elected to represent Virginia’s Second Congressional District in 2018, where she held the longest active-duty tenure of any current member of the House Democratic Caucus. Her historic victory in a district that Republicans typically carried by double digits helped Democrats flip the House blue.

In office, Elaine worked to cut health care costs, lower everyday costs of living, and invest in the Commonwealth. She passed the largest expansion of veterans’ health care in recent history through the PACT Act. After serving for two terms, Elaine has spent the last several years working to elect Democrats to the Virginia General Assembly.

Now, she’s running to flip VA-2 blue, a district that Donald Trump only won by 0.26% of the vote in 2024.
